Analysis: Aid recipients welcome IMF's shift on austerity

TOKYO (Reuters) - Graduates of IMF emergency loan programs accepted the Fund's admission that it miscalculated the cost of austerity with a mix of schadenfreude and frustration that the change came too late to spare them economic pain.

Countries such as Argentina, Indonesia and South Korea, which were required to make deep budget cuts in exchange for tens of billions of dollars in International Monetary Fund aid, said the lending institution was finally learning from mistakes made during financial crises in Asia and Latin America.

"People learn from what happened in the past," said Indonesia's Trade Minister Gita Wirjawan. "Certainly what we went through in 1998 was painful. I lived through that, and hopefully the... difficulties we went through served as lessons."

Indonesia signed a $10 billion IMF loan deal in 1997 as the Asian financial crisis raged, and started an economic program that called for spending cuts, tax increases, bank closures and tight monetary policy which the IMF predicted would limit the downturn.

Indonesia's economy ended up contracting by 13 percent in 1998, nowhere near the IMF's forecast for 3 percent growth.

Former IMF Managing Director Dominique Strauss-Kahn admitted in 2010 that the lending institution had made "mistakes" in Asia.

Last week, the Fund released research showing that the economic damage from aggressive austerity measures may be as much as three times larger than previously assumed.

"Advice is sometimes difficult - both giving and receiving," current IMF head Christine Lagarde said in a speech at the start of the group's meetings in Tokyo on Friday.

In line with the research, the IMF has softened its earlier advice on austerity in the euro zone crisis, arguing now that forcing Greece and other debt-burdened countries at the center of the debt storm to reduce their deficits too quickly would be counterproductive.

CUSHIONING THE BLOW

The IMF's research shows a marked difference in how austerity affected advanced countries before and after 2009, when most of the world's major central banks had cut interest rates to near zero to fight the global financial crisis.

Normally, when fiscal policy tightens, central banks can cushion the blow by lowering interest rates. But because rates are now about as low as they can go, monetary policy can do little to offset the budget tightening.

"We are in a period in which many countries are in the liquidity trap," said Olivier Blanchard, the IMF's chief economist. "As we know it doesn't mean they cannot use monetary policy, but monetary policy is much more constrained than in normal times. In this case, you just get the effect of fiscal consolidation without the offset from monetary policy."

In Indonesia back in 1997, the IMF recommended both budget cuts and tight monetary policy, which critics have long argued exacerbated the downturn.

The IMF acknowledged in 1999 that it could have allowed for quicker policy easing when it became apparent that the economy was faring far worse than predicted. But it also blamed the government for not properly implementing the program.

The IMF's reputation in Asia remains tarnished to this day, and countries in the region have amassed some $6 trillion in foreign exchange reserves in part to ensure they will never again have to seek a bailout.

STRATEGIES "BOUND TO FAIL"

Hern?n Lorenzino, Argentina's minister of economy and public finance, said the IMF's admission was a "first step" that should lead it to change tack in Europe, where it has lent to Greece, Ireland and Portugal.

"Once again... the IMF is endorsing policy conditionalities and reform strategies that are bound to fail, worsening recession and unemployment levels in program countries and leading to unsustainable debt paths and social failure," Lorenzino wrote in his official statement to the IMF.

Argentina borrowed about $23 billion through a series of IMF loans over the past decade, which it has since repaid, and is now a vocal critic of the conditions that the institution places upon loan recipients.

Although Lorenzino cancelled his trip to the Tokyo meeting at the last minute, citing the need to resolve a labor dispute at home, he spoke out against the Fund, saying it "overestimates the impact of its recipes", according to the local Ambito daily.

"It is amazing that their reports use 'fiscal consolidation' as a euphemism for the adjustments," he was quoted as saying at a conference in Buenos Aires. "Continuing to support the financial system over the real economy simply makes workers suffer the consequences of the crisis."

South Korea took out a $21 billion IMF credit line in 1997 and agreed to an economic program that envisioned its gross domestic product slowing to 3 percent in 1998 from 5.7 percent the year before. The economy actually contracted by nearly 6 percent in 1998.

Chung Duck-koo, who headed the South Korean delegation that negotiated the 1997 bailout, said the Fund misdiagnosed a currency crisis as a fiscal policy problem and prescribed the wrong reforms.

"It was like a fire fighter, having arrived far too late, who turned out to be short of sufficient water and short of the precise assessment of the nature of the fire," he told Reuters. "Therefore, the fire resulted in getting bigger."

At least one country said it has found success in diverging from the IMF's economic recipes.

Bolivian Finance Minister Luis Arce said his government had decided to ignore IMF policies after observing the failure of the fund's policies in other countries.

Arce said his government had reduced extreme poverty to just over 24 percent of the population in 2011 from more than 38 percent in 2005 by pursuing policies contrary to Fund recommendations. Per capita GDP doubled between 2005 and 2011.

"In Bolivia we have achieved better wealth distribution with higher state involvement. We have never had faith in the market and we abandoned a market-based economy in 2006," Arce said, adding that the faith many IMF economists have shown in the "perfect market" was misguided, given the economic crises caused by their policies.

"The directors of the IMF have good intentions but certain departments are absolutely deaf to the changes that should be made within the Fund," Arce continued. "The best thing Lagarde could do is make sure her good intentions make it through to the next level."

Endeavour crawls through LA to final home

The retired space shuttle Endeavour rolled at a snail-like pace through narrow city streets, arriving five hours late at a key checkpoint but steadily closing in on its final destination at a museum.

Enthusiasm remained high despite the slow pace with an estimated 165,000 bystanders lining the streets to greet the spaceship.

At its current pace, the shuttle could arrive at the California Science Center at about 2 a.m. PT on Sunday, said Paula Wagner, a spokeswoman for the center.

Endeavour nosed out of Los Angeles International Airport before dawn on Friday for the 12-mile trip to its retirement home. Organizers had expected the shuttle to complete its journey on Saturday evening but it fell behind schedule crews had to make late adjustments to clear room for it.

Shuttle Endeavour is new L.A. 'star'

The shuttle, which has been a cause for cheers and expressions of awe from spectators watching it parade through the streets, will become a tourist attraction at the center. Endeavour was largely built in Southern California and was a workhorse of the U.S. space program, flying 25 missions.

Astronaut Michael Fincke, who went to space in Endeavour, said he and other astronauts on the shuttle's parade route felt the shuttle's road trip -- one unlike any voyage it has ever taken -- was special.

"We've seen our beautiful planet Earth from space, we've been weightless, we've been able to fly -- no special effects needed when you're in space," Fincke told the crowd outside a south Los Angeles shopping mall.

"And I tell you what, even though we've been in space we would not rather be anywhere else than where we are today," he said.

Organizers had planned to have the Endeavour arrive at the Baldwin Hills Crenshaw Plaza mall at 2 p.m. but instead it arrived after 7 p.m. about five hours behind schedule, said the organizers, a coalition that includes the Science Center and local authorities.

A huge crowd gathered outside the mall, where a dancers and a high school marching band performed before the arrival of the Endeavour, at what was a key checkpoint because the ship had to make a 90-degree turn to the east. The trip from the mall to the museum is about 4 miles.

Maintenance and tree trimming
The trip has been delayed in part due to maintenance needed for the massive, wheeled transporter carrying Endeavor and the need to trim some trees along the route, organizers said.

An estimated 100,000 spectators lined Martin Luther King Boulevard to watch the final, eastward leg of the journey through working-class south Los Angeles, a spokeswoman for the move's joint information center said.

Earlier in the day, about 65,000 people watched the shuttle head north along Crenshaw Boulevard, said Steve Ruda, a battalion chief for the Los Angeles Fire Department.

Thousands of spectators also watched earlier on Saturday when the shuttle stopped for a festival-like morning rally outside an arena in the nearby city of Inglewood.

Endeavour flew from 1992 to 2011 and was built to replace the Challenger, which exploded seconds into a 1986 launch that killed all seven crew members on board. Endeavour was taken out of service at the end of the shuttle program.

The shuttle is 122 feet long and 78 feet wide and stands 5 stories tall at the tail, which police said makes it the largest object ever to move through Los Angeles. Its combined weight with the transporter is 80 tons.

Organizers say only a few inches separate Endeavour's wings from structures along the route, and workers have felled 400 trees along curbs to clear a path. The science center will plant more than 1,000 trees to make up for their loss.

Some street lights, traffic signals, power poles and parking meters were temporarily removed.

The project to move Endeavour will cost more than $10 million, said Shell Amega, a science center spokeswoman. Charitable foundations and corporations have donated money and services for the move.

Endeavour has hop-scotched across the country from Cape Canaveral, Florida, on the back of a modified Boeing 747. It had been parked at the airport in Los Angeles since arriving on September 21 after a ceremonial piggyback flight around California.

The shuttle will be displayed in a temporary hangar-style metal structure to protect it from the elements. In 2017, a 200-foot-tall (61-meter) structure will open in which Endeavour will stand vertically, said Ken Phillips, aerospace curator at the California Science Center.

The other remaining shuttles also have found homes.

The Smithsonian in Washington has Discovery at its Steven F. Udvar-Hazy Center museum in Virginia. New York City has the prototype shuttle Enterprise at its Intrepid Sea, Air and Space Museum. And the Kennedy Space Center in Cape Canaveral has Atlantis, which the center will move to an on-site visitors complex next month.

When galaxies eat galaxies: Gravity lenses suggest big collisions make galaxies denser

ScienceDaily (Oct. 12, 2012) ? Using gravitational "lenses" in space, University of Utah astronomers discovered that the centers of the biggest galaxies are growing denser -- evidence of repeated collisions and mergers by massive galaxies with 100 billion stars.

"We found that during the last 6 billion years, the matter that makes up massive elliptical galaxies is getting more concentrated toward the centers of those galaxies. This is evidence that big galaxies are crashing into other big galaxies to make even bigger galaxies," says astronomer Adam Bolton, principal author of the new study.

"Most recent studies have indicated that these massive galaxies primarily grow by eating lots of smaller galaxies," he adds. "We're suggesting that major collisions between massive galaxies are just as important as those many small snacks."

The new study -- published recently in The Astrophysical Journal -- was conducted by Bolton's team from the Sloan Digital Sky Survey-III using the survey's 2.5-meter optical telescope at Apache Point, N.M., and the Earth-orbiting Hubble Space Telescope.

The telescopes were used to observe and analyze 79 "gravitational lenses," which are galaxies between Earth and more distant galaxies. A lens galaxy's gravity bends light from a more distant galaxy, creating a ring or partial ring of light around the lens galaxy.

The size of the ring was used to determine the mass of each lens galaxy, and the speed of stars was used to calculate the concentration of mass in each lens galaxy.

Bolton conducted the study with three other University of Utah astronomers -- postdoctoral researcher Joel Brownstein, graduate student Yiping Shu and undergraduate Ryan Arneson -- and with these members of the Sloan Digital Sky Survey: Christopher Kochanek, Ohio State University; David Schlegel, Lawrence Berkeley National Laboratory; Daniel Eisenstein, Harvard-Smithsonian Center for Astrophysics; David Wake, Yale University; Natalia Connolly, Hamilton College, Clinton, N.Y.; Claudia Maraston, University of Portsmouth, U.K.; and Benjamin Weaver, New York University.

Big Meals and Snacks for Massive Elliptical Galaxies

The new study deals with the biggest, most massive kind of galaxies, known as massive elliptical galaxies, which each contain about 100 billion stars. Counting unseen "dark matter," they contain the mass of 1 trillion stars like our sun.

"They are the end products of all the collisions and mergers of previous generations of galaxies," perhaps hundreds of collisions," Bolton says.

Despite recent evidence from other studies that massive elliptical galaxies grow by eating much smaller galaxies, Bolton's previous computer simulations showed that collisions between large galaxies are the only galaxy mergers that lead, over time, to increased mass density on the center of massive elliptical galaxies.

When a small galaxy merges with a larger one, the pattern is different. The smaller galaxy is ripped apart by gravity from the larger galaxy. Stars from the smaller galaxy remain near the outskirts -- not the center -- of the larger galaxy.

"But if you have two roughly comparable galaxies and they are on a collision course, each one penetrates more toward the center of the other, so more mass ends up in the center," Bolton says.

Other recent studies indicate stars are spread more widely within galaxies over time, supporting the idea that massive galaxies snack on much smaller ones.

"We're finding galaxies are getting more concentrated in their mass over time even though they are getting less concentrated in the light they emit," Bolton says.

He believes large galaxy collisions explain the growing mass concentration, while galaxies gobbling smaller galaxies explain more starlight away from galactic centers.

"Both processes are important to explain the overall picture," Bolton says. "The way the starlight evolves cannot be explained by the big collisions, so we really need both kinds of collisions, major and minor -- a few big ones and a lot of small ones."

The new study also suggests the collisions between large galaxies are "dry collisions" -- meaning the colliding galaxies lack large amounts of gas because most of the gas already has congealed to form stars -- and that the colliding galaxies hit each other "off axis" or with what Bolton calls "glancing blows" rather than head-on.

Sloan Meets Hubble: How the Study Was Conducted

The University of Utah joined the third phase of the Sloan Digital Sky Survey, known as SDSS-III, in 2008. It involves about 20 research institutions around the world. The project, which continues until 2014, is a major international effort to map the heavens as a way to search for giant planets in other solar systems, study the origin of galaxies and expansion of the universe, and probe the mysterious dark matter and dark energy that make up most of the universe.

Bolton says his new study was "almost gravy" that accompanied an SDSS-III project named BOSS, for Baryon Oscillation Spectrographic Survey. BOSS is measuring the history of the universe's expansion with unprecedented precision. That allows scientists to study the dark energy that accelerates expansion of the universe. The universe is believed to be made of only 4 percent regular matter, 24 percent unseen "dark matter" and 72 percent yet-unexplained dark energy.

During BOSS' study of galaxies, computer analysis of light spectra emitted by galaxies revealed dozens of gravitational lenses, which were discovered because the signatures of two different galaxies are lined up.

Bolton's new study involved 79 gravitational lenses observed by two surveys:

- The Sloan Survey and the Hubble Space Telescope collected images and emitted-light color spectra from relatively nearby, older galaxies -- including 57 gravitational lenses -- 1 billion to 3 billion years back into the cosmic past.

- Another survey identified 22 lenses among more distant, younger galaxies from 4 billion to 6 billion years in the past.

The rings of light around gravitational-lens galaxies are named "Einstein rings" because Albert Einstein predicted the effect, although he wasn't the first to do so.

"The more distant galaxy sends out diverging light rays, but those that pass near the closer galaxy get bent into converging light rays that appear to us as of a ring of light around the closer galaxy," says Bolton.

The greater the amount of matter in a lens galaxy, the bigger the ring. That seems counterintuitive, but the larger mass pulls with enough gravity to make the distant star's light bend so much that lines of light cross as seen by the observer, creating a bigger ring.

If there is more matter concentrated near the center of a galaxy, the faster stars will be seen moving toward or being slung away from the galactic center, Bolton says.

Alternative Theories

Bolton and colleagues acknowledge their observations might be explained by theories other than the idea that galaxies are getting denser in their centers over time:

- Gas that is collapsing to form stars can increase the concentration of mass in a galaxy. Bolton argues the stars in these galaxies are too old for that explanation to work.

- Gravity from the largest massive galaxies strips neighboring "satellite" galaxies of their outskirts, leaving more mass concentrated in the centers of the satellite galaxies. Bolton contends that process is not likely to produce the concentration of mass observed in the new study and explain how the extent of that central mass increases over time.

- The researchers merely detected the boundary in each galaxy between the star-dominated inner regions and the outer regions, which are dominated by unseen dark matter. Under this hypothesis, the appearance of growing galaxy mass concentration over time is due to a coincidence in researchers' measurement method, namely that they are measuring younger galaxies farther from their centers and measuring older galaxies closer to their centers, giving an illusion of growing mass concentration in galactic centers over time. Bolton says this measurement difference is too minor to explain the observed pattern of matter density within the lens galaxies.
