'Sexting' US lawmaker Weiner resigns (AFP)

NEW YORK (AFP) ? US congressman Anthony Weiner announced his resignation at a New York press conference Thursday, after being embroiled for weeks in a sex scandal linked to his lewd online exchanges with women.

"I hoped to be able to continue the work that the citizens of my district elected me to do, to fight for the middle class and those struggling to make it," the lawmaker told throngs of reporters at a senior citizen center in Brooklyn.

"Unfortunately, the distraction that I have created has made that impossible, so today I'm announcing my resignation from Congress," he said.

Exclusive: Maple confident of regulatory nod on TMX bid (Reuters)

TORONTO (Reuters) ? An all-Canadian consortium expects its $3.8 billion bid for the Toronto Stock Exchange's parent to win regulatory approval even though the group would also absorb TSX's main competitor, a source close to the proposal said on Wednesday.

As part of its TMX Group (X.TO) takeover proposal, Maple Group Acquisition Corp would swallow Alpha Group, operator of the No. 1 alternative trading system, as well as CDS, a clearinghouse for stock trades.

"We're confident we would be able to affect a transaction," said the source, who insisted that the group had no intention of dropping Alpha from the proposal even though critics say it could lead regulators to veto the deal.

The source also said Maple had no plans to sweeten its C$48-a-share offer or alter any other terms of its bid.

Maple officially launched the hostile bid on Monday, about two weeks before a June 30 shareholder vote on a friendly, $3.5 billion offer for TMX from the London Stock Exchange Group (LSE.L).

"I can say that all of the Maple investors are committed to the idea of creating a vertically integrated exchange and clearing business and therefore being able to combine CDS and Alpha with TMX is critically important to the vision that is being established," the source said.

Maple - comprising 13 Canadian banks, pension funds and financial services firms - would control some 80 percent of Canadian stock trading by volume if its plan succeeds, raising monopoly concerns that require a regulatory review.

Maple sees a decision by Canada's Competition Bureau by September or October, the source said.

Even with after folding Alpha into a new TMX, Canadian markets would still have alternative trading venues.

The source said other TSX competitors such CHI-X and Pure Trading were viable options, and that others were likely to enter the Canadian market.

"If I just deal with CHI-X and Pure Trading, those two ATSs have the bandwidth and capability to absorb all of the Alpha volume if all of a sudden the traders decide for whatever reason that they don't like it (Alpha) being part of TMX," the source said.

"That's why we don't believe that competition is an issue at the end of the day," the source said, adding that Maple would likely operate Alpha as a separate brand.

A poll on Wednesday showed shareholders warming to the bid after Maple's 13 members outlined details of the offer in a circular this week and addressed valuation concerns surrounding Alpha and CDS.

Representatives of the group are meeting with institutional investors in Canada this week before moving on to the United States, where 40 percent of the stock is held.

Maple aims to draw their attention to what it says are benefits of a vertically integrated institution -- a one stop shop for equities, bonds, energy products and derivatives in exchange-traded and over-the-counter markets. Germany's Deutsche Boerse (DB1Gn.DE) and others have already had success with that model.

China pledges aid to Mongolia (AFP)

BEIJING (AFP) ? China pledged on Thursday to help resource-rich Mongolia develop its economy, offering visiting Prime Minister Sukhbaatar Batbold a $500 million loan and support for the key mining and energy sectors.

On a three-day visit to Beijing, Batbold met with Premier Wen Jiabao and also discussed joint infrastructure projects while overseeing the signing of a raft of agreements, including the loan.

"China is willing to unify planning and coordination with Mongolia on pushing forward mining, energy, infrastructure and other big projects," China Central Television quoted Wen as telling Batbold in talks.

"China is willing to provide assistance within its means to help Mongolia raise its energy and environmental protection capacity and push forward the development of its national industry."

Wen further urged Batbold to work with China to fight terrorism, separatism and cross-border crime and that the two nations should jointly cooperate to maintain stability along their long common border.

It was unclear if the two leaders discussed recent unrest in Chinese-ruled Inner Mongolia -- which lies south of Mongolia -- where thousands of ethnic Mongols protested over alleged encroachment by Chinese mining concerns in the region's traditional grasslands.

"I believe that your visit this time can take the bilateral relationship to a new high," Wen said.

On Wednesday, Batbold met with Chinese parliamentary chief Wu Bangguo and he will hold talks with Vice President Xi Jinping on Friday.

Batbold earlier told reporters that Mongolia and China should pay more attention to their bilateral trade structure, noting Mongolia's exports to China mainly consist of heavy raw materials, which have environmental costs.

He also said Mongolian companies had started to invest in China, and that Ulan Bator hoped Beijing would support these firms, Dow Jones Newswires said.

Mongolia is opening up its resources to foreign investors in the hope the nascent mining industry -- and the deep-pocketed firms interested in it -- can help pull thousands of people out of poverty.

Ulan Bator has shortlisted several major foreign firms to develop part of the Tavan Tolgoi mine, one of the world's largest coal fields with 6.4 billion tonnes of reserves located 270 kilometres (165 miles) from the Chinese border.

US coal miner Peabody Energy, Brazil's Vale and steel giant ArcelorMittal are among six preferred bidders to develop the western portion of the mine's Tsenkhi block, which contains mostly coking coal -- a key ingredient for steel production.

The others in contention are Anglo-Swiss group Xstrata, a joint venture between China's Shenhua and Japan's Mitsui, and a consortium of Russian, South Korean and Japanese companies.

The results of the bidding are expected to be announced later this year.

Khaw blamed for slower home sales last week | Singapore Business News

Property developers and agents reported slower home transactions in the previous week, after National Development Minister Khaw Boon Wan made cautionary remarks on his blog.

?Primary market sales (units sold by developers) softened a little bit last week due to the June school holiday season and official comments on the property market made last week, which may have caused some potential buyers to temporarily put their purchases on hold as they wait for clearer market direction,? said Jeffrey Hong, Chief Executive Officer of Global Property Strategic Alliance.

?But sellers ? whether in the primary or secondary market ? are remaining firm on pricing.?

Some real estate consultants expect May sales to come close to the April record, when developers sold 1,788 private homes excluding executive condos (EC).

?Sales will probably be slower in June but are likely to start picking up again in July and August as many of the house hunters now are end-users looking for a home for their own occupation; so they can?t hold off making a purchase for too long,? said Mr. Hong.

Released on 21 May in the market, Terrasse in Hougang witnessed only single-digit home sales last week, compared with around 20 units in each of the preceding two weeks.

According to a Business Times report, the 99-year leasehold project is priced at approximately S$950 psf on average, with around 210 of the total 414 units currently taken up.
