'American Idol' Top Six Battle For The Throne On Queen Night

If "American Idol" was decided by whoever received the most standing ovations from the judges, Joshua Ledet would have this year's competition in the bag.

Ledet racked up two more standing O's from the judges on Wednesday's (April 25) "Idol," which found the contestants singing two songs apiece: one from Queen, and another of their own choosing.

That brought Ledet's unofficial standing ovation season total to 12 — that figure according to Skylar Laine, who ribbed him backstage for receiving a dozen standing O's over the course of the season.

Ledet first got a rise out of the judges with his version of "Crazy Little Thing Called Love," which caused Jennifer Lopez to ask, "Is it bad for me to say the Joshua part of the show is my favorite part of the show?" He followed it with a version of India.Arie's "Ready for Love" — which was sung by Michael Lynche back in "Idol" season nine — which was called "another unbelievable performance" by Randy Jackson. Added an enthusiastic Steven Tyler, "I hope the label finds you a bunch of good songs, man, and you're off to the moon. I smell the finish line with you."

Hollie Cavanagh received the evening's other standing ovation from the judges with her second song, "The Climb," the Miley Cyrus song that seemingly summed up her journey on the show so far. It came after she received so-so marks for her first song, Queen's "Save Me," which played into theme of "The Climb" even further.

"That's the Hollie Cavanagh that we love, that's the one! Hollie is back! Yo!" said Jackson. Added Lopez, "You said it backstage, 'I gotta step it up,' and you did! It was perfect."

Steven Tyler's favorite of the night was Skylar Laine, who opened with "The Show Must Go On" and followed it with Jason Aldean's "Tattoo's on This Town." On the Queen song, Tyler praised her energy and her passion as over-the-top, saying, "the way you hit your notes, for an 18-year-old? Oh my God. That was fabulous." Lopez said she got "goosies" from Laine, while Jackson dubbed himself a "ginormous" fan of the Mississippi singer.

Jessica Sanchez kicked off the show with "Bohemian Rhapsody," which was shot in black and white while a chorus of Sanchez heads backed her on the oval "Idol" video screen at the back of the stage. For her second song, Sanchez sent a shout-out to her dad, singing a touching version of Luther Vandross' "Dance With My Father."

Lopez told Sanchez she expected more energy from her during "Rhapsody," but said her "Dance With My Father" was "the best I've ever heard that song sang." Meanwhile, Jackson summed up her two performances by saying, "every time you get up and sing, you know what's wrong with it? Absolutely nothing!"

Phillip Phillips, who has battled Dave Matthews comparisons from fans all season, seemingly got away from the Matthews talk with his first song, a fun, spirited take on "Fat Bottomed Girls." "People say that you remind them of Dave Matthews, that didn't remind me of Dave Matthews at all. That was something totally different," Lopez said, invoking Matthews name out loud for the first time this season. "That's the mark of a great singer for me."

And how did Phillip Squared follow it up? With a performance of Dave Matthews' "The Stone," on which he sounded like a direct clone of Matthews. Lopez was not pleased, dismissing the song "obscure" and "artsy," and worrying it would get him voted off the show. Jackson, for his part, admired Phillips' sticking to his guns. "Die, sink or swim, Phil Phillips will always be Phil Phillips," he said. "I love that."

Elise Testone took on Queen's "I Want It All" early and followed it with Jimi Hendrix's "Bold as Love." The first song got high marks, though the latter "wasn't the right song for this time in the competition," Jackson told her, criticizing her for "boxing" with the song, and saying Hendrix sang "about 1/25 of what you sang" in his original. J. Lo had the opposite reaction. Although she said she wasn't familiar with the original, "you slayed that song so hard, it didn't even matter," she said.

Wednesday's show opened with the Top Six performing a medley of Queen songs, backed by Queen's Brian May and Roger Taylor.

Thursday's show will feature performances by Katy Perry and 10th season "Idol" contestant Stefano Langone, and one of the six remaining contestants will be sent home.

Analyst Predicts Revamped, 4-Inch iPhone 5

The next iPhone will have a sleek, new look featuring a larger screen and a single unibody frame, analyst Brian White with Topeka Capital Markets predicted in a note to investors on Monday.

White said he gleaned insider information about Apple's next-gen iPhone during a recent tour in China and Taiwan, where he visited various tech suppliers. He believes the next iPhone will boast a larger, 4-inch screen (current models have a 3.5-inch screen) and high-speed 4G LTE connectivity.

The hype around the iPhone 5 is growing in Asia, he added, and people have started speculating about when the new phone will be launched. Some suppliers will likely begin producing components for the next iPhone in June ? but don't get too excited for an early summer launch just yet. While believes the device won't launch until sometime in August or September.

He added that the iPhone 5 will be the most significant upgrade yet, leading to an "extraordinary" December quarter, "dwarfing" past iPhone launches.

"This new, sleek look will be the most important reason that consumers decide to upgrade to the iPhone 5, while we believe the addition of 4G will also attract buyers of the new device," White wrote in the note.

Rumors of a 4-inch iPhone 5 have been making the rounds for months. Back in January, 9to5Mac claimed to have "reliable sources" at Foxconn who said several possible models of the next iPhone have been floating around, all of which included screens of at least 4 inches.

Meanwhile, White last week predicted that Apple's share price will touch $1,000 within 12 months. A $1,000 share price would push Apple's market cap (the number of shares outstanding multiplied by the stock price) to about $1 trillion. If so, Apple would become the world's first trillion-dollar company.

Mali: U.S. Africa Command's New War?

The press wires are reporting on intensified fighting in Mali between the nation?s military and ethnic Tuareg rebels of the Azawad National Liberation Movement in the north of the nation.

As the only news agencies with global sweep and the funds and infrastructure to maintain bureaus and correspondents throughout the world are those based in leading member states of the North Atlantic Treaty Organization ? the Associated Press, Reuters, Agence France-Presse, BBC News and Deutsche Presse-Agentur ? the coverage of ongoing developments in Mali, like those in most every other country, reflects a Western bias and a Western agenda.

Typical headlines on the topic, then, include the following:

To reach Mali from Libya is at least a 500-mile journey through Algeria and/or Niger. As the rebels of course don?t have an air force, don?t have military transport aircraft, the above headlines and the propaganda they synopsize imply that Tuareg fighters marched the entire distance from Libya to their homeland in convoys containing heavy weapons through at least one other nation without being detected or deterred by local authorities. And that, moreover, to launch an offensive three months following the murder of Libyan leader Muammar Gaddafi after his convoy was struck by French bombs and a U.S. Hellfire missile last October. But the implication that Algeria and Niger, especially the first, are complicit in the transit of Tuareg fighters and arms from Libya to Mali is ominous in terms of expanding Western accusations ? and actions ? in the region.

Armed rebellions are handled differently in Western-dominated world news reporting depending on how the rebels and the governments they oppose are viewed by leading NATO members.

In recent years the latter have provided military and logistical support to armed rebel formations ? in most instances engaged in cross-order attacks and with separatist and irredentist agendas ? in Kosovo, Macedonia, Liberia, Ivory Coast, Libya and now Syria, and on the intelligence and ?diplomatic? fronts in Russia, China, Pakistan, Sudan, Iran, Indonesia, Congo, Myanmar, Laos and Bolivia.

However, major NATO powers have adopted the opposite tack when it comes to Turkey, Morocco (with its 37-year occupation of the Western Sahara), Colombia, the Philippines, the Central African Republic, Chad and other nations that are their military clients or territory controlled by them, where the U.S. and its Western allies supply weapons, advisers, special forces and so-called peacekeeping forces.

The drumbeat of alarmist news concerning Mali is a signal that the West intends to open another military front on the African continent following last year?s seven-month air, naval and special operations campaign against Libya and ongoing operations in Somalia and Central Africa with the recent deployment of American special forces to Uganda, Congo, the Central African Republic and South Sudan. In Ivory Coast, Mali?s neighbor to the south, last February the French military with compliant United Nations troops ? ?peacekeepers? ? fired rockets into the presidential residence and forcibly abducted standing president Laurent Gbagbo.

U.S. Africa Command (AFRICOM) first became operational as the warfighting force it was intended to be from the beginning in running the first two weeks of the war against Libya last March with Operation Odyssey Dawn before turning the campaign over to NATO for seven more months of relentless bombing and missile strikes.

Mali may be the second military operation conducted by AFRICOM.

The landlocked country is the spoke of the wheel of former French West Africa, bordered by every other member except Benin: Burkina Faso, Guinea (Conakry), Ivory Coast, Mauritania, Niger and Senegal. It also shares a border with Algeria, another former French possession, on its north.

Mali is Africa?s third largest producer of gold after South Africa and Ghana. It possesses sizeable uranium deposits run by French concessions in the north of the country, the scene of the current fighting. Tuareg demands include granting some control over the uranium mines and the revenue they generate. Major explorations for oil and natural gas, also in the north, have been conducted in recent years as well.

The nation is also a key pivot for the U.S.?s Trans-Saharan Counter-Terrorism Partnership established in 2005 (initially as the Trans-Saharan Counter-Terrorism Initiative), which grew out of the Pan Sahel Initiative of 2003-2004.

In May of 2005 U.S. Special Operations Command Europe inaugurated the Trans-Saharan Counter-Terrorism Initiative by dispatching 1,000 special forces troops to Northwest Africa for Operation Flintlock to train the armed forces of Mali, Algeria, Chad, Mauritania, Niger, Senegal and Tunisia, the seven original African members of the Trans-Saharan Counter-Terrorism Initiative, which in its current format also includes Burkina Faso, Morocco and Nigeria. Libya will soon be brought into that format as it will the NATO Mediterranean Dialogue military partnership.

The American special forces led the first of what have now become annual Operation Flintlock counterinsurgency exercises with the above nations of the Sahel and Magreb. The following year NATO conducted the large-scale Steadfast Jaguar war games in the West African island nation of Cape Verde to launch the NATO Response Force, after which the African Standby Force has been modeled.

Flintlock 07 and 08 were held in Mali. Flintlock 10 was held in several African nations, including Mali.

On February 7 of this year the U.S. and Mali began the Atlas Accord 12 joint air delivery exercise in the African nation, but Flintlock 12, scheduled for later in the month, was postponed because of the fighting in the north. Sixteen nations were to have participated, including several of the U.S.?s major NATO allies.

Last year?s Flintlock included military units from the U.S., Canada, France, Germany, the Netherlands, Spain, Mali, Burkina Faso, Chad, Mauritania, Nigeria and Senegal.

When AFRICOM became an independent Unified Combatant Command on October 1, 2008, the first new overseas U.S. regional military command established in the post-Cold War era, AFRICOM and Special Operations Command Africa?s Joint Special Operations Task Force-Trans Sahara took control of the Flintlock exercises from U.S. European Command and U.S. Special Operations Command Europe.

In 2010 AFRICOM announced that Special Operations Command Africa ?will gain control over Joint Special Operations Task Force-Trans Sahara (JSOTF-TS) and Special Operations Command and Control Element?Horn of Africa (SOCCE-HOA).?

Last year the AFRICOM website wrote:

?Conducted by Special Operations Command Africa, Flintlock is a joint multinational exercise to improve information sharing at the operational and tactical levels across the Saharan region while fostering increased collaboration and coordination. It?s focused on military interoperability and capacity-building for U.S., North American and European Partner Nations, and select units in Northern and Western Africa.?

Although the stated purposed of the Trans-Saharan Counter-Terrorism Partnership and its Flintlock multinational exercises is to train the militaries of nations in the Sahel and Magreb to combat Islamist extremist groups in the region, in fact the U.S. and its allies waged war against the government of Libya last year in support of similar elements, and the practical application of Pentagon military training and deployment in Northwest Africa has been to fight Tuareg militias rather than outfits like al-Qaeda in the Islamic Magreb or Nigeria?s Boko Haram.

The U.S. and its NATO allies have also conducted and supported other military exercises in the area for similar purposes. In 2008 the Economic Community of West African States (ECOWAS), the regional economic group from which the U.S.- and NATO-backed West African Standby Force was formed, held a military exercise named Jigui 2008 in Mali, which was ?supported by the host governments as well as France, Denmark, Canada, Germany, the Netherlands, the United Kingdom, the United States of America and the European Union,? as the Ghana News Agency reported at the time.

AFRICOM also runs annual Africa Endeavor multinational communications interoperability exercises primarily in West Africa. Last year?s planning conference was held in the Malian capital of Bamako and, according to U.S. Army Africa, ?brought together more than 180 participants from 41 African, European and North American nations, as well as observers from Economic Community of West African States (ECOWAS), Economic Community of Central African States (ECCAS), the Eastern African Standby Force and NATO to plan interoperability testing of communications and information systems of participating nations.? The main exercise was also held in Mali.

The U.S. military has been ensconced in the nation since at least 2005 and Voice of America revealed in that year that the Pentagon had ?established a temporary operations center on a Malian air force base near Bamako. The facility is to provide logistical support and emergency services for U.S. troops training with local forces in five countries in the region.?

The following year U.S. European Command and NATO Supreme Allied Command Europe chief Marine General James Jones, subsequently the Obama administration?s first national security advisor, ?made the disclosure [that] the Pentagon was seeking to acquire access to?bases in Senegal, Ghana, Mali and Kenya and other African countries,? according to a story published on Ghana Web.

In 2007 a soldier with the 1st Battalion, 10th Special Forces Group based in Stuttgart, Germany, where AFRICOM headquarters are based, died in Kidal, Mali, where fighting is currently occurring. His death was attributed to a ?non-combat related incident.? The next year a soldier with the Canadian Forces Military Training Assistance Programme also lost his life in Mali.

Last year the Canadian Special Operations Regiment deployed troops to the northern Mali conflict zone for what was described ?an ongoing mission.? Canadian Special Operations Regiment forces also participated in the Flintlock 11 exercise in Senegal.

In September of 2007 an American C-130 Hercules military transport plane was hit by rifle fire while dropping supplies to Malian troops under siege by Tuareg forces.

According to Stars and Stripes:

?The plane and its crew, which belong to the 67th Special Operations Squadron, were in Mali as part of a previously scheduled exercise called Flintlock 2007?Malian troops had become surrounded at their base in the Tin-Zaouatene region near the Algerian border by armed fighters and couldn?t get supplies?[T]he Mali government asked the U.S. forces to perform the airdrops??

In 2009 the U.S. announced it was providing the government of Mali with over $5 million in new vehicles and other equipment.

Later in the year the website of U.S. Air Forces in Europe reported:

?The first C-130J Super Hercules mission in support of U.S. Air Forces Africa, or 17th Air Force, opened up doors to a future partnership of support between the 86th Airlift Wing and upcoming missions into Africa.

?The mission?s aircraft commander, Maj. Robert May of the 37th Airlift Squadron, and his crew were tasked to fly into Mali Dec. 19 to bring home 17 troops who were assisting with training Malian forces.?

The U.S. has been involved in the war in Mali for almost twelve years. Recent atrocity stories in the Western press will fuel demands for a ?Responsibility to Protect? intervention after the fashion of those in Ivory Coast and Libya a year ago and will provide the pretext for American and NATO military involvement in the country.

Humans aren't the only ones who give up certain foods for Lent. In the 55 days before Easter in Ethiopia, hyenas are forced to turn from scavenging to hunting to make up for Christians' fasting traditions.

Members of the Orthodox Tewahedo Church give up meat and dairy during the Lent period in Ethiopia. Now, a new study of hyena droppings finds that local hyenas, deprived of butcher scraps during this time period, supplement their diets by hunting donkeys for food instead.

Spotted hyenas are adept hunters, capable of bringing down prey such as zebras, wildebeests and even young rhinoceroses. But these?pack hunters?are also adaptable: They?scavenge freely, devouring everything from dead birds and mammals to garbage and dung.

"Hyenas can eat almost any organic matter, even putrid carrion and anthrax-infected carcasses," study researcher Gidey Yirga of Mekelle University in Ethiopia said in a statement. "They are capable of eating and digesting all parts of their prey except hair and hooves. Bones are digested so completely that only the inorganic components are excreted in the hyena's droppings."

Knowing that hyenas scavenge from human garbage, Yirga and his colleagues investigated whether human diet changes influence what?hyenas?eat. They focused on Lent, collecting hyena droppings from three sites in Northern Ethiopia on the first and last days of Abye Tsome, or Lent, and then again 55 days after the fast ended. The result was a collection of 553 individual droppings.

An analysis of the scat showed that hyenas turned to a diet of donkey as humans gave up butchering meat. Before Lent, 14.8 percent of?hyena droppings?contained donkey hair. During Lent, that number increased to 33.1 percent, dropping again to 22.2 percent once Lent ended and butcher scraps again appeared around human settlements.

The results, published today (April 4) in the Journal of Animal Ecology, illustrate how adaptable and opportunistic hyenas are, according to the researchers. They also show how intertwined the lives of humans and hyenas really are ? a fact that could have implications for how hyena-human conflict should be managed.

"Understanding details of the foraging behavior of carnivores in an anthropogenic environment can help reveal specific causes of conflict, leading to better strategies for reducing availability of anthropogenic food and preventing conflict," Yirga said.

(AP) ? The Afghan government and the U.S. signed a deal Sunday governing night raids by American troops, resolving an issue that had threatened to derail a larger pact governing a U.S. presence in the country for decades to come.

Night raids involve U.S. and Afghan troops descending without warning on homes or residential compounds searching for insurgents. They are widely resented in this deeply conservative country.

Afghan President Hamid Karzai had called repeatedly to stop the raids, saying that they make civilian casualties more likely and that international troops are disrespectful in the way they conduct the operations. The U.S. military has said such operations are essential for capturing Taliban and al-Qaida commanders.

The resolution of this dispute is a key step toward finalizing a long-term "strategic partnership" to govern U.S. forces in Afghanistan after the majority of combat forces leave in 2014. The long-term pact is seen as important for assuring the Afghan people that they will not be abandoned by their international allies.

The memorandum was signed in front of reporters by Kabul's Defense Minister Gen. Abdul Rahim Wardak and the commander of U.S. forces, Gen. John Allen. It appeared to give important benefits to both sides: the document gives the Afghans authority over the raids and gives the Americans an Afghan partner that will now be held equally to account if there are civilian casualties or allegations of mistreatment.

It also was a sign that Karzai may be willing to compromise on some of his conditions for a long-term pact. Americans and even some of his own advisers feared that his unyielding bargaining style would endanger the entire agreement, and along with it Afghanistan's long-term security.

Similar agreements with other NATO nations would also have been endangered if one had not been signed with the United States.

Karzai had originally ruled out any type of night raid and his willingness to accept them in any form indicates that he is willing to sacrifice some of his political capital with other Afghans to prevent the agreement from falling apart.

"This is a landmark day in (the) rule of law," Allen told reporters. He said that Afghans are now "in the lead on two of the most important issues: capturing the terrorists and ensuring they remain behind bars."

"This is another important step in strengthening the sovereignty of Afghanistan," Wardak said.

The Afghans say that foreign-led raids lead to the mistreatment and the accidental killing of civilians, but the Pentagon disputes this.

The Americans say 89 percent of night operations occur without a shot fired and fewer than 1 percent result in civilian casualties.

Washington also says that the foreigner-dominated raids that Karzai so frequently condemns are already a rarity. More than 97 percent of night operations are combined operations involving Afghan forces and almost 40 percent of night operations are now Afghan-led.

"This formalizes what has been the working standard," Pentagon spokesman, Navy Capt. John Kirby told BBC News. "They will be making these decisions and they will be making the decisions of what support they want from us."

However, it's unclear whether Afghan forces have had much authority even in operations that are nominally "Afghan-led." Sometimes this designation means only that an Afghan soldier is the first one through the door, or that officials have given a rubber-stamp to the mission just as it starts.

According to the document, all "special operations" will have to be reviewed and approved by a panel pulled from the Afghan military, government and intelligence services. The definition of a "special operation" is left vague, but appears to apply to night raids as well as other operations that involve going into Afghan homes.

Any disagreements will be resolved by a joint U.S.-Afghan committee including the defense minister and the U.S. forces commander, the agreement says. It does not specify how this higher-level committee would make its decisions.

The agreement says Afghan forces will conduct home searches and that U.S. forces will be allowed to enter private compounds "only as required or requested."

It's unclear if a higher level of Afghan authority will actually mean that the targets of raids will be treated more humanely. There have been instances of villagers complaining that when Afghan forces conduct raids they also loot houses. Also, the U.S. military stopped transferring detainees to a number of Afghan prisons after the U.N. discovered evidence of torture at the facilities.

But it is clear that the memorandum brings a strategic partnership closer.

"It opens the way for the signing of the strategic partnership agreement which we hope our two presidents will be able to sign in the near future," said Janan Mosazai, a spokesman for the Foreign Ministry. Both U.S. and Afghan officials have said that they expect to sign the full partnership deal in time for a NATO summit in Chicago in May.

The night raids deal follows an earlier memorandum signed on the transfer of authority over detentions to the Afghans ? another issue that had threatened to derail the strategic partnership talks.

The detention pact sets forth a timetable to give Afghans operational control of facilities used to hold Afghan detainees, but leaves decisions on who to release to a panel that includes American military officials that must come to a consensus before any detainee is let go ? essentially giving the Americans the ability to veto any release.

Cheap computers and conflict minerals | Small-scale Agriculture and ...

I originally published the following note on nettime and Facebook. I have included it in this blog because of its relevance to its topic, and added a couple of important updates:

Powerful computers are getting unbelievably cheap and small: It?s a fact we witness everyday. Many of you may have heard about the Raspberry Pi: a $25 ?credit-card sized computer? that plugs into a tv and a keyboard. it uses an ARM processor and comes with a GNU/Linux OS.

According to the manufacturers, the idea behind this ultra-cheap computer is to make it available for kids everywhere in the world. While i don?t doubt their good intentions, i believe the time has come to ask questions about the material nature of our devices, no matter how big, small, cheap or expensive they are. As many of you also know, computers are getting cheaper and more powerful partly because of certain minerals, such as tantalum or tungsten, which make the miniaturization of circuits possible. but these two minerals, together with others, are considered to be ?conflictive?, because of many reasons. The best known case is Coltan (a metallic ore from which tantalum is extracted) mined in Eastern Congo under brutal conditions, both for communities and the environment. If this issue sounds new to you, a good place to get more information is the Enough Project. But conflicts are not limited neither to the Eastern Congo or Coltan alone. Take gold, for example, which is used in various electronic circuits because of its conductivity, malleability and resistance to corrosion. in Tanzania, the world?s third largest producer of gold, multiple violations to human rights and damages to the local environment have been documented because of careless mining.

There is, without question, a link between our small, cheap computers and the brutal damage we are doing to poor, voiceless communities and the environment.

So, i tried to do some basic research about the Raspberry pi. It uses a Broadcom bcm2835 SoC (system-on-a-chip)? according to a company engagement report made by the ?ethical bank? Triodos in 2011, Broadcom corp. was uneligible for partnership because of their negative performance regarding conflict minerals. Broadcom doesn?t seem to have much to say about that on their corporate responsibility page. This research was the fruit of an afternoon?s googling, so i can?t make any claims about it. Thus, I figured I should ask the makers of the Raspberry Pi directly. On march 14, I asked the following question on their FAQ page:

?how do you ensure that the suppliers you are working with (arm, broadcom and others) are ethically responsible? more concretely, how do you know they are not using conflict minerals to manufacture the components you buy from them? the raspberry pi is a great initiative, and it would be shame to learn that the technology involved is not 100% ethically responsible.?

I didn?t get a reply, even if the people who manage the webpage are actively replying to most of the questions. I believe my question is respectful and legitimate, and that it deserves an answer.

If you also believe that asking about the materials used to make our cheap devices is important, I invite you to turn the ?q? into a ?faq?. Ask the question, using your own words of course, on their faq page. Insist until we all get a satisfactory reply. It?s not about attacking the Raspberry Pi or any other company: It?s about raising awareness about what?s happening at the other end of technology. We can no longer afford to turn a blind eye to what?s going on out there. It?s not a time for being (only) enthusiastic: it?s a time for asking questions.

UPDATES: Some people answered to this call and, sadly, we all got very aggressive replies. The most ?reasonable? one said that the Raspberry Pi shouldn?t be singled out in the case of conflict minerals, because it?s a small computer and thus uses smaller amounts of those materials. Here is a selection of the most interesting interventions on the FAQ page:

I was wondering about the ethical stance of Rasberry Pi with regard to sourcing components??In their reply, the manufacturers try to dismiss the subject, saying they can?t do anything about it and, thus, they just ignore the issue.

I believe we deserve an answer: What is your stance on conflict minerals built into the Raspberry Pi??This question got a particularly aggressive reply. These people should check their marketing strategies?

But the efforts have not been in vain. An ?ethical policy? discussion was opened in the Raspberry Pi?s forum. Perhaps we can coax a corporate responsibility statement from them? Stay tuned!

    Iraq: Video appears to show top Saddam deputy

    BAGHDAD (AP) ? A video posted online Saturday purports to show Izzat Ibrahim al-Douri, the highest ranking member of Saddam Hussein's ousted regime still at large, lashing out against Iraq's Shiite-led government.

    It was not possible to verify the authenticity of the video or determine when it was made.

    The man in the video, posted on a website linked to Saddam's now-outlawed Baath party, was introduced as al-Douri and bore a striking physical resemblance to the former Saddam deputy. He noted that nine years had passed since the 2003 U.S.-led invasion, suggesting the video was made recently.

    Wearing an olive military uniform and eyeglasses, he criticized Iraq's Shiite-dominated government, led by Prime Minister Nouri al-Maliki, and what he said was meddling by neighboring Shiite powerhouse Iran.

    "Everyone can hear the sounds of danger echoing daily and threatening this country," he said during the hour-long address, adding that al-Maliki's Dawa Party "has announced Iraq as the Shiite capital, and called on all Arab leaders to surrender to this reality."

    Al-Douri has been reported dead or captured more than once in the past. He has not been seen in public since the U.S.-led invasion, though audio tapes purporting to be from him have been released. His whereabouts are not known.

    Al-Douri is believed to have played a key role in financing Sunni insurgents seeking to undermine Iraq's post-Saddam government. He was the "king of clubs" in the deck of playing cards issued by the U.S. to help troops identify the most-wanted members of Saddam's regime.

    Why Business Process Outsourcing is not catching up in Bhutan ...

    ?Outsourcing? is the catch word today in business circles. The swift and rapid proliferation of globalization and liberalization has revolutionalized global business as it is conducted today. There are some explicit reasons why Business Process Outsourcing (BPO) is the answer for many companies venturing into international business. The first objective obviously is to increase revenue. Volume of sales made from international jobs doubles or even triples the normal revenue collected from local clients.

    In India, a fresher who joins a BPO company earns a minimum of Rs 9,000. Most BPOs train their employees for atleast two months but starts paying an employee from the date of joining. However, In Bhutan there has been cases where the candidates need to sign bonds at the time of joining with an average of Nu 1,500 per month as training allowances which normally is for 12 months.

    There is also a need for specialization so that companies are able to offer specific services more effectively.

    BPO has the ability to increase the target market of a company providing it with a wider international market within which it can offer its services. This therefore fulfils the need to position the company as an international service provider with no geographical barriers.

    With my personal experience of more than three years in various fields and with various dominant BPO companies in India, I am of the opinion that Bhutan has the literate youth population, competent enough to cater to the needs of outsourcing companies but lacks in other important aspects which makes it difficult for foreign investors.

    While Bhutan?s internet connectivity and reliability? are still questionable despite having two internet gateways, call centres rely heavily on cheaper, faster and better telecommunications, relayed via satellite or fibre optic cables.

    Companies in developed countries outsource business processes to developing countries which reduces huge cost since it is much cheaper to operate the business from developing countries where the outsourcing company has a comparative advantage over the currency exchange rate.

    India, China, Malaysia, The Philippines, Russia, Eastern European countries and a few Latin American countries are considered as ideal targets for outsourcing locations by more developed economies. India with its wealth of English speaking, skilled and talented unemployed youth became the most sought after destination for business process outsourcing during the mid and late 90?s when the outsourcing industry was gaining pace globally.

    Today, India still rules the BPO world with ease owing to their cheap but efficient services. Success of any business is determined by its cost competitiveness.Companies identified outsourcing a part of their business functions to cheaper locations overseas that have an abundance of skilled labor and necessary infrastructure, aided in significantly reducing their operational expenses and in improving their return on investments. It also resulted in a faster turnaround time as the outsourcing arrangement resulted in a round-the-clock, 24/7 business model.

    In Bhutan, BPO has been misunderstood by more many including people in the industry with little knowledge of the viability, success and nature of such business.

    BPOs are frequently mistaken for call centers because the most common business process that gets outsourced is customer care centers. Other BPO services include Finance, Payment Services, Administration, Human Resources and Content Development.

    The Indian BPO industry achieved a significant milestone in 2011, earning more than USD 15bn in revenue and now directly employs more than a million young people.

    However, the image of BPOs and call centres in Bhutan has been literally ruined by our private sectors trying to venture into this business. There were cases where employees were not paid owing to management issues and poor international business relationships.

    Bhutan business solutions (BBS), a medical transcription BPO, established in Thimphu in 2007, mandates its new trainees to sign an agreement paper which entails that the candidate shall undergo training for 12 months and will be paid Nu 1,500 a month. The candidates are subject to five years of employment with the company post training. Candidates resigning from the company since the date of joining will have to refund double the expenses made by the company except if it is on medical grounds. Failing to comply with the agreement leads to losing their original documents to the company which means they will be stripped off their original academic transcripts and other documents.

    The ministry of labour and human resources (MoLHR) often try to encourage Bhutanese youth to take up BPO jobs by providing trainings free of cost in collaboration with the Indian BPO and IT giants like Infosys, Wipro and Genpact. However, it elicited little response? because the terms and conditions were not very much in favor of the candidates. In one of MoIC?s announcements earlier this year, an individual who wishes to apply for the training is subject to a year?s employment with Infosys post training. The only advantage is better opportunity once Bhutan has huge BPOs set up. A person who knows the trade would never recommend a candidate to take up the offer.

    This is because, in India, a person who has been in the industry for at least six months including the training period is subject to increase in salary and other benefits. However, the industry is hugely dependant on performance and so does one?s growth in the fraternity. There are graduates with just a year?s experience who earn more than Rs 60,000 in a month which can be also because of authentic company policies and incentive plans.

    For BPOs to flourish in Bhutan, apart from advanced technology and company policies, the government has the responsibility to bring certain regulations in place to enhance the BPO business and protect individuals in the process.

    Challenges encountered by BPOs will differ depending on the kind of service that is being outsourced.? The current telecommunication infrastructure setup in developing countries like ours does a lot of injustice to the IT and communications fields. For instance, the puffed-up internet costs accompanied by low bandwidths greatly hinders the growth of BPO in a country. Furthermore making international calls is difficult due to high telephone charges.

    Language barrier is also a big challenge especially with clients whose origin is from non English speaking countries. Clients here refer to the end user of the service offered by the outsourcing company.? This is one area where we can bank on considering the populous number of educated and literate youth.
